Since the mid 1990’s, the ICI has provided technical assistance to the Advance Vocational Training Center (VTC) in Cairo which is based on the labor-management workforce development model. At the encouragement of ICI, the VTC was created by the Egyptian General Trade Union of Building and Wood Workers (GTUBWW) with the support of the Egyptian Federation of Construction Employers (EFCE). The land for the VTC was donated by the local governorate while the physical structure was funded by the GTUBWW and the EFCE. The project start-up and technical assistance was made possible thanks to a USAID grant, which paid for the training-of-trainers and the equipment and outfitting of training workshops in several construction crafts as well as a safety and health education program together with the ILO’s Safe Work Program. Since USAID funding concluded in 2003, the VTC has been funded mainly by worker and employer contributions, the Industrial Training Council, the Social Fund for Development and contributions from European and international development agencies. In recent years, the VTC has expanded to include new areas of training, including the provision of practical training for young architects and engineers and training in domestic appliance repair work, including air conditioning systems installation and repair for homes, offices and vehicles. Several thousand young Egyptian men and women trained at the VTC now have rewarding careers in Egypt and abroad.
