In the late 1980’s, ICI associates created a labor-management construction workforce development institute (IOPIC) together with the El Salvador construction union SUTC and the employers’ association CASALCO. The technical assistance was provided by the labor-management institute of the International Union of Bricklayers and Allied Craft Workers (BAC) under a USAID grant.

The project trained over 6,000 construction workers and contributed to several community impact projects, including a large housing reconstruction project funded by USAID in 1990 that rebuilt over 1200 units that were destroyed during the civil war. The reconstruction project, which came under the auspices of an ad hoc labor-management committee, COPARN, was recognized as a United Nations Center for Human Settlements best practice at the 1996 Habitat II Conference in Istanbul.

In January 2011 the ILO hosted a 20-year commemoration conference in San Salvador, with the participation of USAID and members of the social partner coalition that made the COPARN project possible.
